Digital India Corporation (DIC), a Section-8 company under the Ministry of Electronics and Information Technology (MeitY), Government of India, plays a key role in designing, developing, and operating shared digital public infrastructure and platforms for use across Ministries, Departments, States, and other public institutions. In line with the objectives of Digital India, and to promote efficiency, scalability, innovation, and cost-effectiveness in the delivery of digital services, DIC proposes to leverage Public–Private Partnership (PPP) models for the provisioning of horizontal, cross-cutting digital services. As part of this initiative, DIC intends to engage with agencies that offer ready-to-deploy (plug-and-play) technology platforms capable of rapid onboarding, seamless integration, and secure operation at national scale. This Expression of Interest (EoI) is being issued to assess market readiness and capabilities, understand available technology solutions and business models, and explore opportunities for empanelment of agencies on a non-exclusive, usage-based PPP framework to support current and future digital transformation initiatives of the Government of India.
1. Objective
The objective of this Expression of Interest (EoI) is to assess the availability, readiness, and maturity of plug-and-play digital platforms that can be rapidly onboarded for Government use-cases; identify competent agencies capable of delivering secure, scalable, interoperable, and reusable horizontal digital services; obtain an understanding of functional capabilities, technology stacks, deployment architectures, compliance posture, and indicative commercial models; facilitate market discovery and engagement including discussions where required; and enable Digital India Corporation to structure and issue service-specific RFQs/RFPs under a non-exclusive, usage-based Public–Private Partnership (PPP) framework. This EoI is non-binding and intended solely for planning and market assessment.

3. Participation Process
Interested agencies are required to submit the required information through the prescribed Google Sheet (link to be provided by DIC). The submission shall include high-level organisational details, platform capabilities, technical architecture, security and compliance posture, and indicative commercial models. No detailed technical or commercial bid is required at this stage. Agencies shall also indicate their willingness to participate under a Public–Private Partnership (PPP) model, including usage-based or transaction-based commercial arrangements, on a non-exclusive basis.
Based on the information received, Digital India Corporation may, if required, call upon shortlisted agencies to participate in presentations or discussions (physical or virtual) to obtain a better understanding of the proposed platforms and offerings. The information and inputs gathered through this process shall be utilised to structure and issue service-specific RFQs/RFPs under the PPP model, in accordance with applicable procurement guidelines.

4. Important Disclaimers
Submission of this EoI shall not be construed as an assurance or commitment by Digital India Corporation regarding issuance of any RFQ/RFP, empanelment, or onboarding. Participation does not entitle any agency to any minimum business volume or revenue assurance. DIC reserves the absolute right to modify or redefine the service scope, empanel one or more agencies per service category on a non-exclusive basis, and accept or reject any or all EoI responses without assigning any reasons.
