Under Public-Private Partnership (PPP) Model
Digital India Corporation (DIC), under the Ministry of Electronics and Information Technology (MeitY), Government of India, invites Expressions of Interest (EoI)-cum-Market Assessment from eligible organizations for the development, customization, deployment, and maintenance of an AI-Enabled National Learning Operating System under a Build-Operate-Transfer (BOT) Public-Private Partnership (PPP) model.
Vision
The proposed platform aims to establish a scalable, AI-first Digital Public Infrastructure (DPI) aligned with the National Education Policy (NEP) 2020 and NDEAR principles. The platform is envisioned to deliver:
- Personalized AI-driven learning pathways for students
- AI-assisted teaching and assessment tools for educators
- Real-time governance and policy intelligence dashboards
- Multilingual and inclusive learning experiences
- Seamless interoperability with national education ecosystems such as APAAR, DigiLocker, and Academic Bank of Credits (ABC)
- AI-generated high quality e-Content
Key Objectives
- Assess market readiness and capabilities of AI-enabled EdTech platforms
- Explore sustainable PPP-based business and operational models
- Gather technical and commercial inputs for future large-scale implementation
- Build a sovereign, secure, and interoperable National Learning Operating System
Scope Highlights
The platform is expected to support:
- AI-powered adaptive learning and assessment systems
- Vernacular and voice-enabled AI tutors
- Teacher co-pilot tools for lesson planning and classroom analytics
- Unified education data lake and predictive governance analytics
- Open APIs and DPI-compliant integrations
- Offline-first and scalable cloud-native architecture
PPP & Governance Framework
The engagement will follow a BOT-based PPP model where:
- DIC will retain ownership of all platform data, core assets, and sovereign control
- The selected partner will manage design, development, deployment, scaling, and operations
- The platform must comply with the Digital Personal Data Protection (DPDP) Act, 2023, MeitY standards, and IndiaAI guidelines
- Sustainable commercial models including usage-based, outcome-based, or SLA-linked approaches may be proposed
Eligibility Criteria
Interested agencies must:
- Be an Indian company, LLP, or DPIIT-recognized startup
- Have at least 50 full-time Software Engineers/AI Architects
- Demonstrate a live and scalable EdTech platform with AI capabilities
- Present experience in microservices, API-first architecture, scalability, accessibility, and security-by-design principles
