Responsibilities
- Act as the primary relationship manager between MeitY/NDGC and SDGCs across all 28 States and 8 UTs
- Support States in constituting their SDGCs within the mandated timeline, including preparation of draft composition orders and ToR documents
- Track issuance of State-level Data Sharing Policies and necessary office orders by State Departments (within 6–12 month mandate)
- Facilitate capacity building workshops for State IT Secretaries, Chief Data Officers, and State DGC members on the national framework
- Represent States’ interests and constraints in national-level NDGC deliberations to enable practical, federally-sensitive policy design
- Coordinate with Pr. Secretary (IT) of each State – the Member-Convener of SDGCs – to resolve implementation bottlenecks
- Maintain a real-time tracking matrix of State-level progress across: SDGC constitution, Data Sharing Policy issuance, platform adoption, and standards compliance
- Manage escalation of unresolved State-level data sharing disputes to the NDGC in accordance with the prescribed mechanism
- Coordinate with DARPG on convergence with existing administrative reform and grievance resolution frameworks

About National e-Governance Division (NeGD)
The National e-Governance Division (NeGD) is an independent business division under the Digital India Corporation, Ministry of Electronics and Information Technology. NeGD has been playing a pivotal role in supporting MeitY in Programme Management and implementation of e-Governance projects and initiatives undertaken by various Ministries/ Departments, both at the Central and State levels.
