Responsibilities

  • Develop a model Data Sharing Policy template aligned with NDSAP 2012, MoRTH’s 2025 policy framework, and DPDP Act 2023 provisions
  • Support each of the ~50 Central Ministries and ~36 States/UTs in customising and issuing their domain-level Data Sharing Policies within the mandated 12-month timeline
  • Design the consent mechanism framework for personal and sensitive data – covering opt-out, objection, and access revocation facilities – in line with DPDP Act requirements
  • Develop dataset classification criteria and a formal classification framework (open, restricted, non-shareable) for adoption by all MDOs
  • Draft policy provisions for de-identification standards, pseudonymisation protocols, and reidentification prohibition in data shared with private entities
  • Spearhead implementation of Law as Code – converting legislative instruments (Acts, Rules, Orders) into machine-readable, API-consumable formats in partnership with India Code and e-Gazette
  • Institutionalise Government-Researcher MoU frameworks with steering committee structures for formalised academic data access
  • Advise on compliance with IT Act 2000, DPDP Act 2023, and relevant sectoral laws (ABHA framework, GSTN regulations, etc.)
  • Maintain the published repository of notified Data Sharing Policies at the MeitY website

About National e-Governance Division (NeGD)

The National e-Governance Division (NeGD) is an independent business division under the Digital India Corporation, Ministry of Electronics and Information Technology. NeGD has been playing a pivotal role in supporting MeitY in Programme Management and implementation of e-Governance projects and initiatives undertaken by various Ministries/ Departments, both at the Central and State levels.
