Responsibilities
- Develop and operationalise the privacy-by-design and security-by-design artefacts mandated for all Data Exchange Platforms
- Design and maintain the audit framework for data sharing including auditable data trails, access logs, and accountability chains for cross-agency data exchange
- Assess re-identification risks in anonymised datasets proposed for sharing with private entities; recommend technical and contractual mitigations
- Ensure all Data Exchange Platforms and Data Sharing Policies incorporate purpose limitation, data minimisation, and retention controls aligned with DPDP Act 2023
- Support NDGC in monitoring compliance and recommending corrective measures; escalate systemic breaches
- Monitor compliance with prohibitions on profiling, discriminatory use, and resale of citizen data as mandated by DPDP fairness principles
- Coordinate with CERT-In on cybersecurity requirements for national data exchange infrastructure
- Develop the negative list review mechanism, establishing standard criteria and periodic review processes for non-shareable data classifications
- Prepare privacy impact assessments (PIAs) for new data sharing arrangements, particularly with private entities through data exchanges
- Advise on data valuation guidelines for sharing with private entities, ensuring that pricing models do not inadvertently commoditise personal data contrary to citizens’ rights

About National e-Governance Division (NeGD)
The National e-Governance Division (NeGD) is an independent business division under the Digital India Corporation, Ministry of Electronics and Information Technology. NeGD has been playing a pivotal role in supporting MeitY in Programme Management and implementation of e-Governance projects and initiatives undertaken by various Ministries/ Departments, both at the Central and State levels.
