Responsibilities
Financial Management & Accounting
- Manage and oversee finance and accounting operations related to Government projects/programmes
- Maintain books of accounts and financial records as per Government accounting standards and applicable regulations
- Monitor budget utilization and expenditure tracking
- Prepare financial reports, statements, and reconciliations on a periodic basis
- Ensure compliance with Government financial rules, GFR, PFMS, audit requirements, and statutory regulations
- Coordinate with internal and external auditors and support audit observations/compliances
- Handle financial documentation required for Government schemes and projects
- Ensure adherence to financial guidelines issued by Ministries/Departments
- Prepare and issue invoices as per project and organizational requirements
- Prepare, review, and submit Utilization Certificates (UCs) in prescribed Government formats
- Track fund releases, expenditures, and settlement processes
- Liaise with stakeholders for timely submission and approval of financial documents
- Ensure compliance with GST, TDS, Income Tax, and other statutory requirements
- Manage vendor payments and statutory deductions
- Ensure timely filing of returns and maintenance of compliance records
- Coordinate with project teams, Government departments, vendors, and finance stakeholders
- Support management in financial planning, budgeting, and decision-making
- Prepare MIS reports, dashboards, and financial presentations for senior management

About National e-Governance Division (NeGD)
The National e-Governance Division (NeGD) is an independent business division under the Digital India Corporation, Ministry of Electronics and Information Technology. NeGD has been playing a pivotal role in supporting MeitY in Programme Management and implementation of e-Governance projects and initiatives undertaken by various Ministries/ Departments, both at the Central and State levels.
NeGD has been spearheading several innovative initiatives under the aegis of the Digital India Programme. Those have been developed keeping the vision areas of Digital India at the core- providing digital infrastructure as a core utility to every citizen, governance and services on demand and in particular, digital empowerment of the citizens of our country; some of these initiatives include DigiLocker, UMANG, Poshan Tracker, OpenForge Platform, API Setu, National Academic Depository, Academic Bank of Credits, Learning Management System.
