NeGD is currently inviting applications for the position of Senior Consultant – Blockchain Technology, Senior Consultant – GIS, Drone & Aerial Technology and Senior Consultant – Big Data Analytics for flexi pool of resources purely on contract basis under the Capacity Building Scheme Phase III (CB-III), NeGD.

This specialized flexi resource pool shall have expertise in emerging technologies to support mission critical central / state projects which involve specific emerging tech interventions. The details are given below:

Salary Hike : 10% on current CTC or max 30 LPA whichever is lower

Roles & Responsibilities

• Analyze Issues related to the implementation of projects to catalyse communities of practice in government and other relevant stakeholders, to conceptualise and implement Blockchain that enables effective public service delivery.
• Strategy Development: Work closely with team members in the policy vertical to contribute to the development of policies related to the implementation of Blockchain as well as developing a regulatory framework for ensuring responsible and ethical use of Blockchain. Support the team in creating the framework for the project implementation.
• Stakeholder Engagement: Collaborate with state and central government officials, and other relevant stakeholders to advocate for provisioning resources for conceptualising and taking up Blockchain projects. Collaborate with internal teams, including compliance, communications, and different project units, to align initiatives with project objectives.
• Procurement Toolkit: Create model RFPs and procurement models for adoption and replication of Blockchain projects. Undertake Innovation Challenges and Hackathons for crowdsourcing solutions related to problem statements.
• Capacity Building & Content Creation: Support the development of capacity-building modules for governments and other stakeholders in implementing projects relating to Blockchain and develop training modules and programmes, including implementation toolkits and technical assistance partnerships.
• Documentation: Provide technical inputs for the preparation of clear and concise policy briefs, reports, and other documents to communicate research findings and recommendations to internal and external audiences. Capture learnings on success and failures, impact stories, and lessons learned at regular intervals. Create knowledge products for internal and external documentation.
• Collaboration & Teamwork: Proactively identify and execute additional activities to advance the organization’s success and sustainability. Work in close coordination with other verticals in NeGD/DIC as well as IBDs like Bhashini and IndiaAI.
• Work in close coordination with SeMTs, state-line departments, central ministries and MeitY /NeGD/ DIC for technology advisory and -a. Conducting state-level/ministry-level workshops for sensitization on potential and existing use cases of Blockchain.
  b. Assessing state departments/ministries for their readiness for adoption of Blockchain.
  c. Identifying the technical, administrative and policy-level interventions required for the implementation of Blockchain projects.
  d. Support in preparation of implementation plans and estimating budgetary requirements, procurement, and monitoring /management of project implementations.
  e. Monitoring /management of Blockchain project implementations.
  f. Ensuring adherence to technical standards/architecture/product and strategic control specifications.
  g. Ensuring adherence to various prescribed best practices, standards & guidelines on Blockchain.
  h. Conducting technical appraisal of the various project reports/proposals from states /ministries.
