Job Summary:
The National e-Governance Division (NeGD), under the Ministry of Electronics and Information Technology, is seeking an experienced Project Manager to lead the planning, execution, and delivery of large-scale digital transformation initiatives. The role involves managing cross-functional teams, overseeing technology implementation, ensuring compliance with government standards, and coordinating with multiple stakeholder groups. The ideal candidate will have expertise in managing projects with modern, cloudnative architectures, API-driven integrations, and multi-phase rollout plans.

Key Responsibilities:
▪ Leads the end-to-end Program lifecycle for high-impact, large-scale digital platforms, ensuring successful transition from strategic initiation through sustained operations and maintenance.
▪ Provides technical governance and architectural oversight on the implementation of microservices-based architecture, ensuring robust, scalable, and secure integration via API Gateways and message brokers (Kafka/RabbitMQ).
▪ Manages program scope, timelines, budgets, and quality, leveraging deep technical understanding to proactively manage and mitigate risks in alignment with agreed governance frameworks.
▪ Oversees and guides complex cross-functional teams, including Business Analysts, Designers, Developers, QA, DevOps, and Data Specialists, fostering a culture of technical excellence and accountability.
▪ Drives and customizes Agile/Hybrid delivery methodologies to optimize the technical value stream, focusing on predictability, accelerated time-to-market, and transparent backlog management.
▪ Mandates and enforces adherence to critical regulatory and security frameworks, including GIGW, WCAG, and CERT-In security requirements, driving the integration of DevSecOps practices within the CI/CD pipeline.
▪ Defines and oversees the deployment strategy for highly available, cloud-native infrastructure (AWS/Azure/NIC Cloud), leveraging Docker, Kubernetes, and automated CI/CD pipelines for efficient and scalable releases.
▪ Strategically coordinates the development and integration of core technical components such as Spring Boot, Node.js, PostgreSQL, MongoDB, and ElasticSearch, and manages complex interoperability requirements with external platforms (DigiLocker, PFMS, API Setu, UMANG).
▪ Leverages AI/Generative tools (e.g., ChatGPT, GitHub Copilot) to enhance productivity in technical documentation, predictive risk modeling, and advanced program reporting.
▪ Prepares and presents concise program progress reports, technical strategy updates, and governance reviews to executive and technical stakeholders, translating complex technical risks into clear business impacts.

The National e-Governance Division (NeGD) is an independent business division under the Digital India Corporation, Ministry of Electronics and Information Technology.
