Job Description of Public Policy Professional 

    • Policy Research: Conduct a thorough needs assessment to study internal processes, proposed policies and schemes and deployed use cases of emerging technologies of each ministry and department. Conduct thorough research and monitor policies relating to New & Emerging Technologies and identify high-impact projects that can be implemented and scaled up across States/UTs. Will also be required to identify global best practices and trends that can accelerate implementation in India.
    • Analyze Policy Issues related to the implementation of projects related to emerging technologies and collaborate with internal and external stakeholders to derive insights that inform evidence-based policy recommendations.
    • Strategy Development: Work closely with members in the tech vertical to contribute to the development of policies related to emerging technologies as well as developing a regulatory framework for ensuring their responsible and ethical use. Support the team in creating the framework for the project implementation.
    • Stakeholder Engagement: Plan, conduct, and facilitate policy consultation meetings with concerned government departments and states/UTs, industry partners, startups, academia, civil society leaders, and other stakeholders. Support the team in creating the framework for the project implementation. Collaborate with internal teams, including compliance, communications, and different project units, to align initiatives with project objectives. Collaborate with state and central government officials, NGOs, and other relevant stakeholders to advocate for provisioning resources for taking up projects in emerging technologies.
    • Procurement Toolkit: Create Model RFPs and procurement models for adoption and replication of projects in emerging technologies. Undertake Innovation Challenges and Hackathons for crowdsourcing solutions related to problem statements.
    • Capacity Building & Content Creation: Support the development of capacity-building modules for governments and other stakeholders on policy aspects in implementing projects relating to emerging technologies. Develop training modules and programmes, including implementation toolkits and technical assistance partnerships.
    • Documentation: Prepare clear and concise policy briefs, reports, and other documents to communicate research findings and recommendations to internal and external audiences. Capture learnings on success and failures, impact stories, and lessons learned at regular intervals. Create knowledge products for internal and external documentation.
    • Collaboration & Teamwork: Proactively identify and execute additional activities to advance the organization’s success and sustainability. Work in close coordination with other verticals in NeGD/DIC as well as IBDs like Bhashini and IndiaAI.
    • Work in close coordination with the team members for policy advisory and –

    o   Support the development of adoption plans, architecture and design of emerging technology solutions in collaboration with the team.

    o  Conduct policy and techno-legal research to build needs assessment of each ministry and department by assessing internal processes, proposed policies and schemes and the gaps thereof and deployed use cases of emerging technologies.

    o Design and curate the initial needs assessment and adoption plans by conducting thorough secondary research, stakeholder interviews and consultations.

    o   Propose updates in guidelines, rules, regulations, policies and advice in line with international best practices and evolving needs of the country.

    o   Coordination with other ministries/departments/other stakeholders in relation to the governance of emerging technologies.

    o   Prepare presentations, notes, meeting minutes, and other necessary documents as part of the engagement to aid in discussions, workshops and approvals processes at MeitY.

    o  Prepare materials for capacity building for governments and other stakeholders on technical, policy, economic and legal aspects in implementing projects relating to emerging technologies

    o  Analysis and recommendations relating to new laws/regulations on emerging technologies
