Responsibilities
Develop and maintain data valuation frameworks for sharing with private entities, drawing on the three internationally validated models (Market Approach, Cost Approach, Income Approach) identified in the Concept Note
Institutionalise the Government-Researcher MoU mechanism – drafting model MoUs, establishing steering committee protocols, and maintaining a registry of active research partnerships
Monitor AI-readiness of government datasets on AI Kosh – tracking dataset quality, coverage, and AI-use-case potential across 30 sectors
Prepare programme evaluation frameworks and outcome indicators for the national data sharing initiative
Monitor and document international data governance developments – Australia’s DATA Act, EU’s DGA, Estonia’s X-Road, Singapore’s TDSF, US OPEN Government Data Act and derive actionable lessons for India’s framework
Produce policy briefs, research notes, and analytical reports for the Team Lead, NDGC, and Cabinet Secretariat
Maintain the knowledge repository of the team – including all Data Sharing Policies notified, NDGC decisions, compliance records, State-level tracking data, and international case studies
Track economic impact of the API economy and data sharing initiatives
Support drafting of PMO/NITI Aayog-level policy briefs and responses to high-level queries on data governance

About National e-Governance Division (NeGD)
The National e-Governance Division (NeGD) is an independent business division under the Digital India Corporation, Ministry of Electronics and Information Technology. NeGD has been playing a pivotal role in supporting MeitY in Programme Management and implementation of e-Governance projects and initiatives undertaken by various Ministries/ Departments, both at the Central and State levels.
NeGD has been spearheading several innovative initiatives under the aegis of the Digital India Programme. Those have been developed keeping the vision areas of Digital India at the core- providing digital infrastructure as a core utility to every citizen, governance and services on demand and in particular, digital empowerment of the citizens of our country; some of these initiatives include DigiLocker, UMANG, Poshan Tracker, OpenForge Platform, API Setu, National Academic Depository, Academic Bank of Credits, Learning Management System.
