Ministry of Electronics and Information Technology (MeitY), with the approval of the Cabinet Committee on Economic Affairs (CCEA), launched the Visvesvaraya PhD Scheme in March 2014 with the objective of enhancing the number of PhDs in the areas of Electronics System Design & Manufacturing (ESDM) and IT/IT Enabled Services (IT/ITES) in the country. Phase-I of the Visvesvaraya PhD Scheme, with an approved outlay of Rs. 466 Crore concluded in December 2025.
- 823 Full-Time and 189 Part-Time PhD candidates completed their PhD programmes.
- 18 Full-Time and 7 Part-Time PhD candidates submitted their theses.
- 158 Young Faculty Research Fellowships were awarded.
- 90 patents were filed and over 5750 research papers were published.
- Workshops were conducted for assessment and enhancement of research quality.
Visvesvaraya PhD Scheme – Phase-II
Based on independent evaluation of Phase-I, continued demand from academic institutions, and the Scheme’s role in strengthening the national research ecosystem, Phase-II of the Scheme was launched with an approved outlay of Rs. 481.93 Crore for a period of 9 years in September 2021.
Salient Features of Phase-II- Support for 1,000 Full-Time PhD seats in the domains of ESDM and IT/ITES for a maximum duration of 5 years or till completion of PhD, whichever is earlier.
- One-time financial support for selected 250 Full-Time PhD candidates for a six-month visit to labs abroad.
- Financial assistance to Full-Time PhD candidates for oral presentation of research papers at international conferences.
- Provision of Research Contingency Grant for Full-Time PhD candidates to support research-related activities and expenses.
- Institutional overhead support for institutions hosting Full-Time PhD candidates under the Scheme.
- Support for 225 Post-Doctoral Fellowships for a duration of one year, including monthly fellowship and Research Contingency Grant.
- Support for 150 Part-Time PhD seats, with fellowship support upon successful completion of the PhD.
- Support for 50 Young Faculty Research Fellowships, including monthly fellowship and Research Contingency Grant.
- 1000 Full Time seats have been allocated to 155 institutions
- 153 Part Time seats have been allocated to 112 institutions
- 805 Full Time candidates are currently pursuing PhD
- 102 Part Time candidates are currently pursuing PhD
- Two workshops for review of research work of PhD scholars were held at IIT Mandi in Sep 2024 & IIT Indore in Sep 2025
- 24 YFRF awardees have been selected
- 88 Post Doctoral Fellowship (PDF) are currently pursuing
