You may use/reproduce the materials featured on Digital India Corporation (dic.gov.in), MeitY, Govt. of India, excluding any third-party copyrighted material, for free of charge, provided that you obtain prior written permission from DIC via email. The material must be reproduced accurately without alterations, and must not be used in a manner that is defamatory, disparaging, or misleading. Any use/reproduction of such material must prominently attribute DIC as the source of the material whenever it is published or distributed to others.

Content Contribution, Moderation & Approval Policy (CMAP)

Policy Statement for 2-tiered CMAP structure

  • DIC website requires content for its website (https://dic.gov.in/) to be created by designated Nodal Officers within various Groups and approved by their respective Group Heads. All content submissions must be sent via official government email addresses ending in “.gov.in” or “.nic.in” to the designated Webmaster email address: dic-webmaster@digitalindia.gov.in.
  • Submissions from non-official email addresses or to individuals other than designated Nodal Officers will not be accepted.
  • To maintain uniformity and to bring in standardization along with associated metadata and keywords of this document, content across the website is to be kept consistent with the ‘Guidelines for Content Categories in DIC -Website’.
  • Content received by webmaster on the designated email dic-webmaster@digitalindia.gov.in is published on the website through a web-based Content Management System within the 2 working day.
  • Once published, the Nodal Officer under the Group heads are notified to verify and confirm. The responsibility of the website content however, lies with the Web Information Manager.

Web Content Review Policy (CRP)

The Content Review Policy is prepared in consultation with the content owners (Nodal Officer under the Group heads). The responsibility of review and approval of the content is that of the respective content owner.

The content is published on DIC Website only after the approval of the content by the respective approver of the content which is received through an Official email id (.gov.in/.nic.in) at dic-webmaster@digitalindia.gov.in. The CMS Administrator then publishes the content through CMS.

The confirmation of content published on DIC website is given to the content owner. The records of these communique’ are maintained and are available in CMS.
The entire website content is reviewed for syntax/grammar checks once in a week by the DIC Website Team.

Content Archival Policy (CAP)

Divisions are informed by sending timely reminders to them for updating their content & putting the old content into Archive section.
Promotional banners published or deleted on the website, only as per the requests from content owners (Nodal Officers and Group Heads). No banners are kept as an archive data. In case there is a lapse in request for removal of banner a reminder is sent to the content owner before archiving the same.

For certain components like Notifications, Tenders, Vacancies the content publication date & removal/archive date is always available on the website.

For archival of old contents (documents, schemes, services, forms, websites and contact directory), the content owners are required to send a written request via email to webmaster as per the Policy.

Security Policy

All security issues related to the website will be addressed as per security guidelines issued by Government of India from time to time. DIC website contains information which is freely accessible, and may be viewed by any visitor. However, the website maintains a copyright interest in the contents of all of its websites. Except as required by law or for authorized security investigations and data collection, no attempts will be made to identify individual users of the website.

The website has been audited by CERT-In empaneled auditor and all the vulnerabilities have been fixed. Upon completion, security clearance certificate of CERT-In empaneled auditor has been received. A periodic check on the requirement of security certificate is recommended to the web information manager in case there are changes in the functionality or any other environmental changes.

Notice and Disclosures

DIC website does not share any Personal Data collected on our website with any third party, whether public or private. Any Personal Data you provide to us will be protected from loss, misuse, unauthorized access, disclosure, alteration, or destruction.

We may collect certain non-personal Data about your visit to our website, such as your Internet Protocol (IP) address, domain name, browser type, operating system, date and time of visit, and pages visited. We do not attempt to link this Data to your identity unless we detect an attempt to harm our website

Data Quality and Access

Web Properties are monitored periodically in accordance with the plan to address and fix the quality and compatibility issues around the following parameters:

  • Performance: Site download time is optimized for a variety of networks tested for this.
  • Functionality: All modules of this Website are optimally tested for their functionality.
  • Broken Links: The web properties are thoroughly reviewed to rule out the presence of any broken links or errors. A number of tools and techniques are applied to detect the broken links, if any.
  • Traffic Analysis: The site traffic is regularly monitored to analyze the usage patterns as well as visitors’ profile and preferences. Traffic Analysis tools also help with reports on broken links.

Server Audit

The Applications and database servers hosting the Digital India Corporation (https://dic.gov.in/) website and Databases have been security audited. The hardening of the server has been done. The access to the server is restricted both physically and through the network as far as possible. The Logs are being maintained for authorized physical access to Digital India Corporation (https://dic.gov.in/). The servers have been placed behind the Application firewall in order to make them hidden to the outside public. All the development work is done on separate development environment and well tested on the staging server before updating it on the production server. The Digital India Corporation (https://dic.gov.in/) website contents on the AWS Cloud servers are uploaded using secured SSH and VPN through a single point. The contents are first checked by approval authority before being published the website. All contents of the web pages are checked for intentional or unintentional malicious content before final upload of the same on the website. Audit and Log of all activities referring to the operating system, access to the system and access to applications are maintained and archived. All rejected accesses and services are logged and listed in exception reports for further scrutiny. All newly released system software patches, bug fixes and upgrades are deployed regularly and reviewed. The Anti-viruses have been deployed on the servers and are updated online.

1.1 Contingency Plan in the event of defacement

A.1.1. Defacement Protection Policy
● The Digital India Corporation (https://dic.gov.in/) website is security audited for application vulnerabilities and performance.
● Any application-level modification on the Digital India Corporation (https://dic.gov.in/) website implies re-audit of the website.
● All the servers’ configuration and logs are monitored timely.
● Only system administrator users are allowed to access the servers for doing administration and configuration tasks.
● All servers are in lock and net secured.
● Contents are updated through secured FTP using VPN.

A.1.2. Monitoring of defacement of Digital India Corporation (https://dic.gov.in/) website
The monitoring of defacement of the DIC website is done in two ways:
1. Cyber Security Division continuously monitors website activity through log file analysis. Additionally, the infra team of DIC conducts regular website monitoring for suspicious alterations or unauthorized content changes in DIC website.
2. The Development team also regularly monitors the website. If any member of the team identifies a potential defacement attempt, they are obligated to immediately notify the Technical Manager and Web Information Manager via phone and email.

A.1.3. Actions to be taken after defacement
As soon as the Technical Manager and/or Web Information Manager receive the information regarding the defacement of the website, the following steps will be taken:
● Stoppage/partial stoppage of the website according to the degree of defacement.
● Analyzing log files and troubleshooting the source of defacement and blocking of the service.
● Analyzing type of defacement and fixing it.
● In case of complete loss of data, restoring the Website data from backup or starting of website from DR Website in case of long down time.
● Giving log files to the security division for analysis.
● Fixing of all vulnerabilities on the basis of security recommendations and re-auditing of applications.
● Restoring the affected /corrupted contents from the backup and restoring the Website.
